    Campus Carry 

    Message from Del Mar College President Dr. Mark Escamilla   

    In 2015, the Texas Legislature enacted Senate Bill 11 that requires all public community colleges to allow concealed handguns to be carried on College property by licensed individuals beginning August 1, 2017. The state law requires Del Mar College to allow concealed handguns to be carried on campus and in campus facilities, except in limited, designated areas.

    Mark_Escamilla_preferred56 small_web color (2)While the law allows some latitude in determining parts of the campus where handguns will not be allowed, legislative directives prohibit a campus-wide ban on concealed carry. Open carry of weapons, carrying a weapon easily visible, remains a violation of state law and Del Mar College policy.

    In order to implement these changes effectively, I’ve designated the Campus Carry Policy Development Committee involving students, faculty and staff to review the legal requirements and provide policy recommendations. This committee is co-chaired by Provost and Vice President for Academic Affairs Dr. Beth Lewis, Executive Director of Human Resources and Administration Tammy McDonald, with guidance from College Counsel Augustin Rivera, Jr.

    Building on the Faculty/Staff Town Hall in 2015, the Spring 2017 semester will afford the College ample time to develop a Campus Carry implementation plan, solicit feedback, present a proposal for consideration by the Board of Regents and communicate the final Del Mar College policies and guidelines prior to the August 1 deadline.

    Please carefully consider the provisions and opportunities afforded by these changes. Our goal, as a campus community, will be to comply with state law and provide a safe learning environment for all students, employees and guests.
